TankWars Remake v0.0.5-alpha

Additions/Changes:

• added background shader functionality
• added import and export of shader configurations
• added some bg shader configuration examples
• changed project resolution to 640x400 and added subviewports for flexible scaling
• every ui scene is now its own file
• added game reload key
• added wind and corresponding key
• added self destruction key
  
• added new sounds (turret left/right, power up/down, death)

Plugins:

• added dynamic resource group loading
• added resource table editor

Fixes:

• fix explosions in export
• tanks not always falling down correctly
• power was not correctly reduced to men size at player activation
